NoticeSystem Plugin Disable Option

Add ability to turn on/off "Notice System" plugin notifications in chat mode for players ( to give them ability to choose, do they want to see those notices or not, now we have only ability disable chat notification at all)
After 60 minutes of use this kind of plugin, got 100+ msg with turn off this plugin, bcz of too high post "spam".
