CashShop Only Buy Once

Is it possible to implement WebZen cashshop feature to only be able to buy an item once per account or every "X" days (or time)?

 

As an example If I were to giveaway a package with a 7 days Master Seal, users may buy many of them for future use, since this is a giveaway for an event or special ocasion I only want them to have 1 per account as webzen does in some events.

 

If possible with pre-requisites to be able to purchase it.
